The Australian skipper has claimed 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's selection chief the selector has declared that pace spearhead Cummins will be a central figure in the upcoming England-Australia contest.
Speculation had been growing that the veteran bowler might miss the series due to a persistent back stress problem that had not yet healed.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the five-Test series scheduled to begin on November 21 in Western Australia.
He revealed that the captain is progressing and remained hopeful about the prospects of being involved.
"We're aware that the clock is ticking and there are permutations at play, not just the back issue, but additional elements," Bailey remarked.
"It's positive. We firmly believe that he will feature a significant role. Ideally from the opening match. Otherwise, we'll reassess."
Past Concerns
The captain missed the ODI and T20 games against India and New Zealand last month after scans revealed a lumbar bone stress.
He has a history of back injuries, with recurrences in multiple past seasons causing him to miss three Australian summers in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his rehabilitation process to make the squad for the Ashes.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his comeback but acknowledged it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
In case of absence, ex-skipper Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from the national team for their ODI contests against the subcontinent side as a preventive step because of an abdominal issue.
The selector characterized it as a "small issue and stated that he's scheduled to appear in the domestic first-class competition, so will be "well-prepared to resume bowling."
"Extensive planning has gone into developing the strategy for him to take part for the first Test as an dual-role player," the selector detailed.
"Originally, he'd only feature in the starting games regardless. His aggressive style the cricket bat in white-ball cricket, even if it just sets him back for another day, we opted to approach this more conservatively."
